I go with article submission but only to the following places:

    1) ezinearticles.com
    2) ehow.com
    3) ArticlesBase.com
    4) buzzle.com
    5) goarticles.com
    6) helium.com
    7) articlesnatch.com
    8) articlealley.com
    9) articledashboard.com
    10) searchwarp.com
    11) amazines.com
    12) ideamarketers.com
    13) isnare.com

These are the only places that will give you real traffic. Hope this helps. :D

I think that you should do both. but if you are selecting only one I think if you are looking to increase your pagerank I would focus more on article submissions...if you want more targeted traffic, assuming you are selling cars or a comparable product I would focus more on classifieds.

Keep an eye on the nature of the links you receive. I would put more effort into dofollow links wherever they happen to be, social bookmarking sites or classifides...

My experience with Digg, Reddit, Stumble etc. is that they are good for links but the traffic quality is really low...the conversion rate on their traffic isn't worth the time. If you are generating links then it might be a long term strategy although you will see spikes in traffic, it is low quality traffic.
