Photoshop is the most widely used tool but even GIMP is a good tool. This is a great tool of you want a freebie other than a paid one. There are numerous other online Photoshop alternatives available that can easily be used.

Yay! A graphics topic! There are many programs that can be used. There are a few free ones available too. There are some free online programs as well so you don't even have to even download or install anything on your computer.
Of course many people use Photoshop and it is a nice program. The other big Adobe program for Vector graphics is Illustrator. The free alternative is GIMP and yes it can be run on a windows platform.
My favorite program is Xara, xtreme, this is a vector program much like Illustrator. Xara is a UK based company. They make other software too.
The free vector program choice is Inkscape. It can run on linux and windows.
I also use Photoshop 7, and a copy of Illustrator 10. I started using Xara, webster and PaintShop Pro. Paint Shop got bought out by Corel. Corel makes some very popular programs , corel Draw and Paint.

I am a fan of Photoshop and it was very user friendly and the license is expensive but its worth it.
