To be honest I didn't know about this effect but I gave it a try and luckily I got the result :)

Here is the tutorial for you in very easy steps.

This is the image I am using for the tutorial

    Step 1:

Drag the image into a new file, it will appear above the background layer. Change the blending mode of the layer to Exclusion as shown below.

    Step 2:
Now select both layers (Background & Image layer) like this

and Merge them by pressing Ctrl + E

    Step 3:
Now create a new layer BELOW the layer you had and fill it with Black color (#000000), And also change its Blending mode to Luminosity as shown in the image below

That's it. You will get your desired effect :)

    Here is my result.

If you don't understand any step please ask :)

    Thank YOU soooo Much :)

I tried that and it worked sortof maybe it's the pic I started with. You have the same thing.

See the white outline around the womans body and part of the snake. How do I get the outline of the person? Or was that the pic they started with?

    Thanks

    Sami

I am not sure but may be you can cut the person from the image and then apply this tutorial. It will probably make the outline more white but as I said I am not sure.

It is taking the whole picture and doing the adjustments.

I do believe if you cut out whatever you want the stroke to be around, then put the stroke opacity down until you think it looks best and it should look great. Use the pen tool. =]
