    the point is very true and very useful way for backlinks..
    article submission and also forums are effective and drive traffic too..

    PR play the roll to publish your products on the web...i think there is no relation with the links. SO how can it usefull for link building.

    But most of the PR websites not allow to use Anchor Text or site links, so PR Submission are not the better option to increase backlinks than article submission...

    I think it's useful to introduce traffic to your website but don't see how it help with link building.
