What is the difference between cost-per-click and pay-per-click? Is there any difference between them?

PPC and CPC are similar but PPC comes in Advertisement category and CPC comes in publishing category.
The way I understand it is PPC is use when you want to sell a product. While CPC is use when you want to ptomote a product. Did I get it right?
The difference is concerning whether your a publisher or an adveriser. If you're a publisher then your concern is ppc; it means you get paid everytime someone clicks the ads in your site. If you're an advertiser then your concern is cpc; it means you will pay every click in your ads.
They are the same PPC generally refers to the overall industry of paying for traffic.CPC I refer to as a measurement of how much a click costs.
