    Outbound links can be used to theme your website. It should be related.

    They are important because you are giving links to your visitor from your website. Its a matter of reputation of your website because you don't want to give your visitor a bad outgoing link because it will effect your site too. You may not get traffic from out going links but surely if all the outgoing links are helpful for your visitors and are related then you may get returning visitors who will vote for your site.

    Midlandi's right, you also have to be careful of how many out bound links your page has too, it can have nasty effects

    yes they do. if your website links to relevant and good sites that can help your visitors to get more information, then this can provide a positive effect on the ranking of your website.

    Try to get relevant outbound links. Links driving your visitors to complementary sites of your website.

    Count for anything as in what? Hurting your site? If you mean - when you have outbound links, if it will harm your sites ranking, then Yes, Yes and No.

    Yes - too many outbound links makes your site look like a link farm. And that is not good. This can harm your rankings.

    Yes - if you link to a lot of spam sites that promote copyright infringement, racial hatred, promotion of violence or illegal activity. This can harm your rankins.

    No - if you link to good quality sites.
