Link building is a way to OBTAIN authority

Authority is when you establish yourself as an expert on a topic. This is through experience, education, training, or other hands on experience.

Link building is when you post a link to a website.

When you say link building its a process where you optimize a particular site to get ranked and gain a lots of traffic though the authority building is a process of building a reputation for your site where search engines can give you a good rank with out having much of work because of the trusted branding or site that a quality of your products and services is already proven.

An effective online marketing starts with building authority, building authority is to build more web credibilty. You should build both links and authority to a site.
