I would partially disagree with you. Link bait is the whole series of actions that include what you've said. Just placing some cool piece of content won't do the work for you
In link baiting,we do something interesting,or you can say something disputed .which inspires people to backlink us for publicity.
link baiting is a great strategy - it simply aims to attract everyone's attention to a certain topic on your site - IMO it must be something very current, shocking or exciting, or just anything catchy like "you just won $1,000,000" oh well that's old bait don't think would work nowadays and yep it is psychological, and the bait may not entirely be true but it should make sense i've done quite a lot of link baiting while working at an Australian SEO Company, it's fun at times, when you see people start to take the bait, the site sure did soar high
I never got into link baiting, as it's very passive and my seo'ing is more aggressive. So I can't comment on how well it works, but if it's real good content, or "Hot" at the moment, I imaging you'll get alot of backlinks to the page/site.
