Well, you have to maintain your keyword density in its standard percentage in every article post that you have made because it help you to balance your site's page while keyword stuffing is a bad practice for you can be considered as a spammer in doing it so. You can get penalize by or even ban if you do that, its a part of a black hat thing that can help you rank faster but will not last for long when you get caught by search engine.

May be Keyword stuffing is not recommended in page titles or description as when a visitor gets into your link via search engine and found that there are no relevant content they would just go away back to the search engine and start looking for another site.
