The difference between then is the <title> is the one that appears in google and other searches , and the <meta name ="title" Content="tile here"> is the one that diplays at the top of your browser, IMO both should contain titles with Keywords your are ranking for but you can use different verients for each. and ... maybe there are still ( forsaken and abandoned from the mass public ) search engines out there in the web that support that tag, and this is not saying that maybe major ones support it ( the tag ), too...so why not use it ? No urban legends and SEO rumors go around, saying that it hurts anyone's websites.
It helps search engine to visit your site upon single search which relates to your site. It can call the attention of bots to crawl you when you use it. Its one thing to do in SEO as on-page optimization thing.
I'm not sure if Google still follow meta tags and description , but just to be safe I will meta tags on my websites.
Your webpage will have a greater chance of receiving more click-throughs by placing targeted keywords in Meta Title that helps you in SERP ranking.

If your motives are to have less PR dilution for your signature I think that this is not the best approach.
