It depends what you really want to focus on , you need to see whether you want to create the designs only (PSD) or you want to do all the coding too

As Riverwire has said it depends how much or how deep into this you want to go. If you just want to make the graphic design or layout for a web page you could do that with Photoshop or some other graphics program. If you want to get into the coding part of it you will need some kind html editor. I use a few different graphics programs and a text editior called HapEdit.

Websites are judged by content and layout. How good your content maybe, if your layout is not appealing, visitors will not be eager to come back. Everyone is not born with a quality of creating layouts that are pleasing to the eye.
    Try the following techniques:
    1. Keep it simple
    2. Readable font size and face:
    3. Use web safe eye pleasing colors
    4. One important aspect of layout is keeping track of dimensions of a web page
    5. Limit File Size

With our vast experience in web design and programming, we can confidently recommend the use of Adobe Dreamweaver, Adobe Fireworks, Adobe Flash, Adobe Contribute, Adobe Photoshop and Adobe Creative Suite. They are so easy to use, beware you can get hooked on to them :)
