What I do is find out how many backlinks my main competitors have, and the PR of the backlinks and then try to use that as a base. So if I knew a competitor had 1500 backlinks at PR 3 I would then try and get 1700 backlinks at PR4

It also depends on quality!! If your competitor has 1000 PR7 backlinks and you have 1100 PR2 backlinks then the competitor will win as they have QUALITY backlinks
I agree with Jack the Flipper. The quantity of backlinks is useless if you have built backlinks in low PR sites. That's why, it is indeed necessary to build backlinks on High PR sites prior to getting some from low PR sites.
It would be hard to out rank a competitor with 1200 PR7 links, but then again if your on site seo is optimised extremely well, your domain is an exact match keyword, and you have interesting UNIQUE content anythig is possible in this day an age
