1. I've started a massive SPAM purge, any accounts that have spammed are being removed, also for a short period new user signups are disallowed until the SPAM cleaning is finished.

    first thing you have to do is remove any third party add , if you have placed in your server (website).
    it will reduce the process utilization in to half

    An easy way to optimize a server is a cpanel "optimize button" available there.

    Yes there is a Optimize button in Cpanel. You can also take guideline from Technical team of your Service provider.

    The software uses MySQL for the database. There are a couple configuration options you can adjust to improve the speed of MySQL.

    Yes its not necassary to use too many plugins. Use few but good plugins.
