Actually, it is but just one of hundreds of those factors that may affect your PR and now Google wants a site to be more easy to load. It somehow beneficial for both search engine and human visitors to minimized the bounce rate when someone visited a site without leaving it fast because of slow loading.

You have made some really good points here. I see it as a triple win situation. Google wins by saving money, the website owners win by getting more visitors and the searchers win by not having to waste time.
I would never sacrifice content or divert massive amounts of my time in worry about perfect page load speed as I think there are more effective things someone could do with there time; Avoid placing inline scripts between CSS and other resources; Strip whitespacempact CSS, place it in <head: and remove unused CSS. However, there are some simple steps that just about every one can do to massiveley speed up their site load times. We must say that Google is changing his rules and regulation to optimize a website, they are trying to bring some effective changes in there techniques and i think they are making it easy for SEO optimizers also to work
This will only make things easier for those who already have coding skills, which most website owners can not do. That why I say this isn't your mommas SEO anymore. You will not be able to get by by simply changing some tags and calling it SEO.
