Scriptoggle Free URL Shortener Script is very easy to use, install and looks very simple but shiny. It is based on PHP & MySQL and requires a regular LAMP (Linux, Apache, MySQL, PHP) with PHP version 5 or higher, mod_rewrite apache module enabled and php curl module working.
