If you can't see any - then you should start building them.

I think your link building is not effective that's why even though you have done lots of works, still your site doesn't get high backlinks from search engines. If I were you, better to analyze and monitor your link building submission and see which of those sites do provide backlinks for your site. Then that's the time you start focus more building links on those sites.
