Depends on what you want to develop. If you are planning to do web development, PHP would be the best to learn, while it is open source and there are available millions of tutorials on the web. If you want to make a desktop application, there are other programming languages, but I can't help with this, while I never used any of them.

This question can only answered by you alone. The thing is you should know which programming language you can get easily, for me try ' C ' or 'C++' first since it was the basic and the foundation in learning programming. Also sometimes object oriented programming language is a good start since you will not get bored or tired of thinking a code for creating some objects like buttons, text boxes etc. Lastly, be interested and have the drive to learn, without it you will end up nothing.

Java is a platform independent language and can be run on DOS Prompt also, but they have launched J2EE which is interactive like Visual Studio .Net to take full advantage of IDE applications.

It depends on what type of task you want to accomplish and if you are comfortable working in that environment. Lastly, if you carefully notice the basic logic behind using every programming language is the same. The difference is just matter of syntax.
