Depends on what you want to develop. If you are planning to do web development, PHP would be the best to learn, while it is open source and there are available millions of tutorials on the web.

If you want to make a desktop application, there are other programming languages, but I can't help with this, while I never used any of them.

Hy, I also think that PHP is a easy programming language to learn, but you need a server with php. JavaScript also is easy to learn, and then jquery, we'll needr only a browser and Notepad.

This question can only answered by you alone.
The thing is you should know which programming language you can get easily, for me try ' C ' or 'C++' first since it was the basic and the foundation in learning programming.
Also sometimes object oriented programming language is a good start since you will not get bored or tired of thinking a code for creating some objects like buttons, text boxes etc.
Lastly, be interested and have the drive to learn, without it you will end up nothing.

Actually, most programmers claim their language expertise is the best and I think it's true since it depends with how people adapt and maximize their programming knowledge skills using the language. Mine, I have Java since it's more flexible with some GUI features and builds.

For me the easiest programming language that I ever learn is the basic HTML. It is very simple to start with but as long as you learn it make even harder and harder. I use to read tutorials from w3schools for me they are the best HTML tutorials I ever learn.

We already have too many options like Basic, C, C++, PHP. But It actually depends upon your skill and interest level. Nowadays, People prefer fast and less coding language. Java is a platform independent language and can be run on DOS Prompt also, but they have launched J2EE which is interactive like Visual Studio .Net to take full advantage of IDE applications.

Nobody can advice you on the easiest programming language. This can be decided by you only. It depends on what type of task you want to accomplish and if you are comfortable working in that environment. Lastly, if you carefully notice the basic logic behind using every programming language is the same. The difference is just matter of syntax. After you get control over any of the programming languages you can easily switch to and start working in another language.
