    yes, U can create with html&css.. but it could be a static webpage in which users can view only the information on ur website.. u can make it functional.. but, it will have some complex php codings...

    If u want it to be dynamic, u can go for CMS like joomla,wordpress,drupal etc in which u can make ur site more lively...

    Yes u can create a webpage in HTMl...it is a simple language to create a simple website...
    If u are new to HTML create ur web page with the help of w3schools.com
    THis is the best tutor for HTML and other web programing

    YEs..You can create an webpage in HTML is very easily. Also you can use css for look & feel purpose,also focused on browser compatibility.

    Yes, it is possible HTML is the basic language in making a website. Also you could add CSS when making a website to look it better. You could also try to visit w3schools website if you need more information and tutorials about html.
