Well, the main difference is the risk you're taking from becoming victim of "google penalty" - usually so called black hat techniques are these that violate rules and guidelines, thus causing penalty. If you're asking why people are using them - it's because they bring almost immediate high rankings and huge amount of traffic, the main users of such techniques are ultimate spammers - like those folks that sell v-i-a-g-r-a and p-o-r-n for example, or even worse stuff. As a rule and as the nature of their market is they do not care of the penalty that is gonna ban their site, but what they want to achieve is best achieved by "black hat SEO" - fast increase of traffic and sales in a short term of time. Again, black hat is what is not "fair" practice, what is disregarding the guidelines and that is of a spamming nature and approach.

If you want long term results, I'd go whitehat SEO. Blackhat SEO will just get you a quick ban from search engine indexes.
Ok, what is black hat SEO - a number of practices ( such as hidden for the human eye but visible to search engines text; overfilling with keywords known as keyword stuffing; page "cloaking" - a technique, put simply, that switches content depending whether the site is visited by a search engine or common users in order to present keyword rich content only to the "bot"; excess of incoming links from irrelevant or even bad, spammy sites etc...) that do not follow the common best practices, which on the other hand are the foundation of the "white hat SEO" - make original content, become known to your users for it and receive incoming links in a natural way - because people like what they read. The penalties are usually simple - your site gets either totally banned and de-indexed ( not present in the search results ), and that is the worst case, or it goes somewhere on, say, 24th page of the results - and that is the milder penalty
White hate mean to do SEO activities according to Google rules and regulation.Black hate mean to do activities which are beneficial for your website and try to hide these activities from Goolge.
If you want to cheat google, you should use black hat SEO, but I don't guarantee that you will on the top of the page all the time. When google will found that you are cheating, your site will be penalized or banned from search engine. Some times with Black Hat SEO people makes tons of money, but there is bigger risk to loose them all, than with white hat.
I am using white hat SEO for its more effective and will never get problem later on because if you do use the black hat, yes you will gain instant progress for your site buts only temporary for it can be detected by the search engine and will penalize you eventually. I don't want that things to happen with me.
Forgot the Grey hat? Any how always try to go with White hat. Why should you do black when the effects taken in white hat is very powerful and give you a futiristic results that last forever.
Oh yeah the Grey hat thing though I'm afraid to do that because of the penalties that are awaiting after you have caught. It still not safe but few people do that tactics in order to have a good backlinks and traffics.
True. Black hat can make your site on the top but its for temporary, eventually you will lose everything after you have been caught by the search engine.
I think you can use black hat but don't overdo it and as much as possible (just to be safe) you must do the white hat method.
