I think you should use dream viewer for designing template. It's quite easy to use and also very effective.

An eaier way of getting started maybe to use a Wordpress, Joomla or DNN site. These are all open source (free) projects and they all have great help sections and forums to help you out if you get stuck. Rather than trying to start from scratch they all allow you to convert standard 'looks' with your own text & images.

I agree with Jacob, Dreamweaver can be quite useful and effective to start off. Otherwise, there are many resources available over the web, which can be of great use. Good luck.
    Cheers.

Get a free program like Netscape Composer. Make a large table with no borders, cellspacing, or cellpadding. Use a paint program to make images that fit exactly into the cell widths, or just use bg colors. Use a nested table to achieve padding where needed.

Get a free system like Netscape Musician. Create a huge desk with no boundaries, cellspacing, or cellpadding. Use a colour system for making pictures that fit exactly into the mobile sizes, or just use bg colours. Use a stacked desk to accomplish cushioning where required.

But I suggest you know at least CSS and PHP to customize your theme.

I think you should Adobe Dreamweaver or Notepad++ for templates designing because you can write code easily on these softwares.
