Can anyone share the best and worthy methodology for getting high keyword ranking?

When you're going to create a website, remember that you're going to make that so that the people will see it. The main reason why you would want the search engines to notice the site is to make it visible to the people. That visibility isn't your main goal; what you have to think of is how you're going to entertain people. If you want to be noticed by the search engines, you have to make your content in such a way that the crawlers would indeed think it's worthy to rank your site on the top pages while making sure that the quality of the content doesn't go down.
First of all you should fix your on-site issues and then you should concentrate on off-page SEO with relevant and quality back-links.
If you are talking about website traffic then, SMO is the best practice for generating traffic.
"Contextual linkbuilding" along with perfect ON-PAGE SEO settings really help you to get high rankings. When it comes to contextual link-building, you can go for web 2.0 sites blogging, press releases, article submissions and etc. Make sure the articles are about theme of your site. Such links get more credits from Google. Other than that, to make your link building strategy to be natural, add some social bookmarks, blog comments and etc to your strategy. It will help you a lot. Also, do not forget to use various anchor text to avoid "Over anchor text" penalty from Google which was recently introduced after Google Penguin/Panda.
For me, Article submission, Social bookmarking, Forum posting, Press Release are the best SEO methodology..
According to the recent panda updates, the best methodology for getting keywords ranking are social bookmarking, blog commenting etc. Backlinks should look natural to search engine. Reciprocal link building should be avoided.
According to me, following points also will be helpful :

Best technology for SEO, be different from your competition, don't follow one pattern, try new stuff, see what works and do it, temperately.

Blogging and directory...
You may also buy an aged domain that has a related domain name. Be sure that it wasn't affected by Penguin and Panda first. You may use the "way back machine" for that and several other tools.
Then, build a quality website in terms of content. I like to have about at least 100 words per page. The content should rock. And then do on-site optimization afterwards. Put target keyword in title, meta desc, meta keywords, and around 1% of main keyword sprinkled on the whole page of content.
Then build links to the site with social bookmarking, blogging, forum signature links, submission to article directories, etc. Remember to build NO MORE than 20% of all your keywords for "target keywords". Majority of the links' anchor texts' must be "click here", "visit this website", the url, etc.
In my experience, it takes 2 to 3 months for rankings to stabilize.
Some methods for SEO are: Title tag, Meta tags, Proper use of heading tags, Alt attributes on images, Title attributes on links and so on.

Yeah. I agree with above poster. Google is so crazy now for updated content so setting up a blog would really help. And by the way, the biggest changes in 10 years (in my opinion) in Google's algorithm are happening right now in 2012. So I really don't focus much on SEO now until changes are not so drastic anymore.

Try to write unique content, always use keyword phrase in title tag, try to get other websites links on your websites pages, generate links on high PR websites, get link on relevant websites. These are the est methodology in SEO.
